WRI Indonesia supports the governments of South Sumatra and Central Sulawesi provinces in developing their Regional Low Carbon Development Plans (RPRKD) to achieve net-zero emissions at the provincial level. This collaboration began with official kick-off events in July (South Sumatra) and August (Central Sulawesi) 2025. In Central Sulawesi, the collaboration was formalized through a Cooperation Agreement (PKS) between Bappeda and WRI Indonesia. The meeting was attended by stakeholders from the national level (Bappenas), as well as provincial and city/regency government agencies, development partners, academics, and media representatives. This series of activities continued with a data collection FGD involving cross-sectoral local government agencies. 

Nizhar Marizi, Ph.D., Director of Environment, Ministry of National Development Planning (Bappenas), stated, “The harmonization and synchronization of low-carbon development cross-sectors requires comprehensive coordination between the national and regional governments, considering that the impacts of climate change are occurring faster than we anticipated. The rise in GHG emissions increases the risks of water crises, coastal vulnerability, climate-sensitive diseases, and changes in rainfall patterns. In the National Long-Term Development Plan (RPJPN), there are five vision targets that should serve as references for the RPRKD, one of which is ensuring increased per capita income without causing long-term negative impacts on ecosystems and communities,” during the RPRKD South Sumatera Kick-Off in Palembang, July 17, 2025. 

This collaboration is expected to align development agendas with climate targets through a system dynamics approach, as well as the reporting, monitoring, and evaluation of climate change mitigation actions toward achieving net-zero emissions at the provincial level.
