Edward Bayliss, Research Associate, Sustainable Infrastructure Programme in Asia (SIPA)
The Sustainable Infrastructure Programme in Asia (SIPA) is an Organisation for Economic Co-operation and Development (OECD)–led initiative that helps governments strengthen how infrastructure decisions are planned and assessed. In Indonesia, SIPA worked with the Ministry of National Development Planning (Bappenas) and was implemented with the International Institute for Sustainable Development (IISD), the United Nations Development Programme (UNDP) and the World Wide Fund for Nature (WWF).
To support forward-looking planning, the OECD facilitated strategic foresight workshops with Bappenas and line ministries to explore how climate, economic and technological change could affect infrastructure priorities. The scenario work generated policy considerations that informed ongoing national planning discussions, including those linked to the Medium-Term National Development Plan (RPJMN) 2025–2029. SIPA also delivered a tailored policy brief with recommendations on the draft RPJMN to strengthen its environmental components.
SIPA also helped bring resilience and nature-based solutions into the routines of day-to-day planning. In partnership with WWF, the programme developed national ecosystem services mapping alongside an interactive spatial tool and delivered training for planners at both national and subnational levels. The results were integrated into Indonesia’s planning and data platforms, including SIMRENAS and the national geoportal, making the evidence readily accessible for the preparation of infrastructure proposals.
At the project level, SIPA worked with IISD to apply the Sustainable Asset Valuation methodology to Indonesian infrastructure cases. The assessments showed that factoring in environmental and social impacts can materially alter value-for-money results compared with conventional appraisal approaches, strengthening the evidence base for more informed project selection and design.
Overall, SIPA provided practical tools, analysis and partner-led outputs that helped Indonesian institutions make more resilient and sustainable infrastructure choices within existing planning frameworks.
