Protecting land and sea ecosystems is vital for climate resilience and sustainable livelihoods.

Through the SOLUSI Project, SNV promotes a Public-Private-Community Partnership (PPCP) approach to unite government, business, and communities in preserving biodiversity across landscapes and seascapes.

To scale these efforts, in 2024 together with Bappenas, SNV has initiated a national study on innovative financing mechanisms that support climate-resilient, biodiversity-friendly supply chains. The study includes a strategy framework and action plans tailored to local contexts. A multi-stakeholder workshop in March 2025 validated key findings and developed an implementation roadmap.

The study identified six innovative financing mechanisms, including market-based instruments, sustainable private and public financing, PPPs, blended finance, and philanthropic funding. Of these, market-based and sustainable private financing are prioritized for near-term action.

Additionally, nine national strategies were proposed:

Short-term:

• Enhancing sustainable finance literacy for communities and business actors
• Developing consistent reporting and certification standards for green finance
• Providing financing incentives for small-scale green projects and MSMEs
• Empowering local institutions to manage sustainable projects

Mid-term:

• Strengthening private sector collaboration in green projects through incentives and partnerships
• Enhancing infrastructure and monitoring technology for green initiatives
• Diversifying financing sources for sustainable funding of green projects

Long-term:

• Strengthening collaboration with international institutions to access innovative technology and financing
• Developing green incentive and tax policies to attract investment in high-risk projects

This roadmap lays the foundation for mobilizing green and blue investments, enabling PPCP-based projects under SOLUSI to contribute meaningfully to land and seascape biodiversity restoration in Indonesia
