The OECD’s “Framework for industry’s net-zero transition” is a step-by-step approach to assist emerging and developing economies in designing solutions for financing and to improve the enabling conditions that can accelerate industry’s transition. This meeting followed the previous Technical Advisory Committee meeting in December 2024 which highlighted the benefits of industrial heat pumps for energy savings and CO2 emissions for heat production in Indonesia’s textile sector.

As part of Step 4 of the framework, this workshop was organised to identify market-based and financial solutions for low-carbon technologies in the sector – specifically industrial heat pumps. Technology awareness and commercial availability of industrial heat pumps have been identified as key challenges for deploying this technology in the Indonesia’s textile industry.

Amongst other things, the workshop provided an opportunity for stakeholders to share knowledge and experience around navigating these challenges as well best practices in using policy instruments for energy efficiency and heat pump incentivisation.
