A two-day National Dialogue on the Operationalization of Organic Waste Processing Technology with the NEK (Carbon Pricing) Financing Scheme was held at Taman Pintar Yogyakarta on 27-28 May 2025, serving as a strategic platform to advance alternative financing mechanisms for sustainable waste management across Yogyakarta City and the Kartamantul region (Yogyakarta, Sleman, and Bantul), and marking the culmination of the Urban Article 6 project in the region.

The dialogue was opened by Wawan Harmawan Deputy Mayor of Yogyakarta, and brought together a wide range of stakeholders from government ministries—including Wahyu Marjaka, Director of Carbon Economic Value Governance and Agus Rusly, Director of Waste Reduction and Circular Economy at the KLH; Heriyandi Roni, Head of the Center for Regional Cooperation Facilitation at the Ministry of Home Affairs; and Khusnul Khotimah from the BKPM—as well as local authorities, climate finance institutions, private companies, and research organizations, marking a unified effort to unlock carbon financing for city-scale waste solutions.

Discussions covered ongoing efforts on Kartamantul’s waste governance presented by local authorities, and findings from the 2-year Urban Article 6 pilot project, whose study was conducted by Perspectives Climate Research and ICLEI Indonesia. Supporting perspectives were shared by Aenergia as technology provider, Atmosfair, and EcoSecurities on prospective carbon credit buyers, while PT PLN (State Electricity Company) discussed renewable energy integration from waste-to-energy systems.

Further, the Ministry of Investment presented the FDI process through a biogas project case study, complemented by financing strategies from Ananda Laksmi, Project Development Division at PT Sarana Multi Infrastruktur (SMI) and Hermawan, Senior Vice President at PT Penjaminan Infrastruktur Indonesia (PII) to support infrastructure development and mitigate investor risk.

This forum marked a key milestone in aligning local climate initiatives, national regulation, with international carbon markets. It not only provided technical clarity and policy direction but also catalyzed multi-stakeholder partnerships—paving the way for city scale initiatives  to lead in sustainable, financeable urban waste solutions.
